Spring Independent School District’s Finance and Procurement Services team received significant accolades on Feb. 26 at the 2025 Texas Association of School Business Officials (TASBO) Annual Conference in Austin. The district was honored with both the Award of Excellence in Financial Management and the Award of Merit for Purchasing Operations, underscoring its steadfast commitment to fiscal responsibility and operational excellence.
Among 32 districts statewide, Spring ISD’s dual recognition places it among Texas’ elite school districts renowned for transparency, accountability, and sound financial management. These prestigious awards are conferred upon districts and education service centers that not only meet but exceed stringent criteria in financial oversight and procurement practices.
Chief Financial Officer Ann Westbrooks emphasized that this marks the district’s fifth consecutive year receiving the Award of Excellence in Financial Management, highlighting Spring ISD’s dedication to responsible financial stewardship.
“At Spring ISD, every dollar is accounted for, every decision is strategic, and every effort is made to ensure that resources are being used where they matter most—supporting students and educators,” said Westbrooks.” And with back-to-back TASBO wins, Spring ISD is proving that financial transparency isn’t just a goal—it’s a tradition of excellence.”
This commitment to excellence extends beyond financial management to the district’s procurement operations. Phillip Ellison, Executive Director of Procurement Services, noted that Spring ISD’s Procurement team has now earned the Award of Merit for Purchasing Operations for the 16th consecutive year. The recognition reflects the team’s dedication to maintaining best practices in procurement while ensuring compliance and efficiency.
“This award is a testament to the team’s unwavering commitment to compliance, customer service, and value creation for Spring ISD,” said Ellison. “Our team takes its responsibility seriously, ensuring that every transaction is thoroughly reviewed and processed with the highest level of efficiency and integrity.”
The Award of Excellence in Financial Management is based on stringent criteria outlined by the Texas Education Agency (TEA) Financial Accountability System Resource Guide (FASRG). Applicants must submit documentation across 11 key financial areas, which are carefully evaluated by a TASBO accounting subcommittee.
