Spring ISD’s Procurement Services Department has earned the 2026 Achievement of Excellence in Procurement® Award from the National Procurement Institute, Inc. (NPI), marking the 16th year the district has received national recognition.

The Achievement of Excellence in Procurement Award recognizes public and nonprofit organizations that demonstrate organizational excellence in procurement. Agencies are evaluated in areas including innovation, professionalism, productivity, leadership and e-procurement practices.

For Spring ISD, the recognition reflects the Procurement Services team’s continued commitment to maintaining high standards while ensuring the district follows applicable procurement laws, regulations and requirements.

“This marks the 16th year Spring ISD has earned this prestigious recognition, and it is a testament to the dedication and expertise of our Procurement Services team,” said Phillip Ellison, Executive Director of Procurement Services. “Their commitment to maintaining the highest standards of compliance, while continuously strengthening our practices, allows Spring ISD to remain a best-in-class public procurement organization. I am incredibly proud of our team.” 

Spring ISD is among 251 public and nonprofit agencies recognized with the 2026 award. According to NPI, the organization received a record 269 applications this year from agencies representing 28 U.S. states and Canada. Of the successful applicants, 42 were first-time recipients.

“The 2026 AEP Award reflects the extraordinary commitment of procurement professionals who are driving performance, accountability, and strategic value for their agencies,” said Carrie Mathes, AEP Award officer for NPI. “This year’s record participation and new milestones are a testament to the growing recognition of procurement as a critical function in public service.”

Established in 1995, the Achievement of Excellence in Procurement Award program is open to public and nonprofit organizations and uses comprehensive criteria designed to encourage continuous improvement and recognize procurement as an important contributor to effective governance.

Spring ISD’s 16th recognition underscores the district Procurement Services team’s sustained focus on responsible stewardship, accountability and effective procurement practices that support schools, departments, staff and students across the district.
