Spring Independent School District has announced the appointment of Dr. Kregg Cuellar as Interim Superintendent, effective June 2, following the retirement of Dr. Lupita Hinojosa. Dr. Hinojosa will officially step down from her position on June 1 after 11 years of dedicated service to Spring ISD and a distinguished 37-year career in public education.
The announcement was made by the Spring ISD Board of Trustees during the district’s regular board meeting on Tuesday evening, May 13.
Dr. Cuellar currently serves as the Chief of Academics & School Leadership for Spring ISD and has been in this capacity for the last three years, overseeing the district’s overall academic programs, including curriculum and instruction, and the day to day leadership of the schools. He brings more than 20 years of experience in public education, having previously served as Deputy Superintendent at Midland ISD, where he led the Office of School Leadership, Curriculum and Instruction, Special Services, Student Programs, Research and Evaluation, and Federal Title Programs.
“I am deeply honored to step into this role and continue the important work of serving our students, families, and staff,” said Dr. Kregg Cuellar. “Spring ISD has a strong foundation built on community, commitment, and excellence. I look forward to working alongside our Board of Trustees, dedicated educators and leaders to ensure that every student has the opportunity to thrive.”
His career also includes roles as Deputy Superintendent for Portland Public Schools in Oregon, Community Superintendent at Baltimore County Public Schools in Maryland, and Assistant Superintendent in the College Readiness Department at Houston ISD. Dr. Cuellar earned his Bachelor’s Degree in Interdisciplinary Studies and Master of Education in Administration & Supervision from the University of Houston-Victoria, and his Doctor of Professional Leadership from the University of Houston. Most recently, he completed his Certificate in Advanced Education Leadership from Harvard University. As Interim Superintendent, Dr. Cuellar will work closely with district leadership to ensure a smooth transition and continued focus on student achievement and community engagement.

Community Input Invited in Nationwide Search for New Superintendent
In alignment with the district’s commitment to transparency and community involvement, Spring ISD is launching a nationwide search for its next permanent Superintendent of Schools. As part of this process, the district is hosting two town hall meetings to gather valuable input from parents, guardians, and community members.
Both meetings will be held at the Gordon M. Anderson Leadership Center Boardroom (16717 Ella Blvd., Houston, 77090) on the following dates:
- Saturday, May 17, 9–11 a.m.
- Thursday, May 29, 6:30–8:30 p.m.
These events will provide an opportunity for the community to learn more about the superintendent search process and share feedback on the qualities and leadership they hope to see in the district’s next leader.
