In a unanimous vote at its regular board meeting Tuesday evening, the Spring ISD Board of Trustees officially appointed Dr. Kregg Cuellar as the district’s next superintendent of schools. His contract was signed during the meeting following the mandatory 21-day waiting period after being named Lone Finalist on Aug. 18.
Spring ISD Board President Justine Durant called the appointment a historic moment for the district, expressing full confidence that Dr. Cuellar will lead with boldness and urgency to drive Spring ISD to even greater success in these pivotal times.
“I’m excited and honored to formally welcome Dr. Cuellar as our new superintendent,” said Durant. “We’re confident in the depth of experience and leadership he brings to our district at such a critical time. We believe he is the right fit to help us address the many challenges we face—from academic turnaround to rebuilding trust in our schools and community.”
Durant says Cuellar’s approach centers on accountability and culture—key elements for shifting the district’s direction. She noted that the superintendent’s 100-Day Plan for student success is already underway and emphasized the board’s commitment to partnering with him as a team of eight to ensure positive outcomes for all Spring ISD students and families.
“Tonight is not only the start of new leadership—it is a renewed commitment to transformation and transparency,” Durant continued.
A proud native Texan, born in Brownsville and raised in Houston, Dr. Cuellar brings more than 20 years of educational experience to Spring ISD, combining his deep Texas roots with valuable perspectives gained from serving in districts outside the state.
In his first remarks as superintendent, Cuellar thanked the Board, staff, and community for their trust and pledged to lead with urgency and care.
“I’m elated—thank you for your confidence in me during such a critical time for Spring ISD. I want to sincerely thank you for believing in me,” said Cuellar. “To our families: I do not take this charge lightly. I promise you my full commitment to treat every child as if they were my own. We are destined for greatness, and I am both hopeful and excited for the future of Spring ISD. We have the right people, at the right time, working together to make every child’s dream a reality.”
Also in attendance was longtime Spring ISD partner, Region 4 Education Service Center, who provided support for the district’s superintendent search over the last few months.

About Dr. Kregg Cuellar
Dr. Kregg Cuellar has served as Spring ISD’s Interim Superintendent for the past three months and previously as Chief of Academics & School Leadership for three years, overseeing the district’s academic programs, including curriculum and instruction, as well as the day-to-day leadership of its schools. He brings more than 20 years of experience in public education, having previously served as Deputy Superintendent at Midland ISD, where he led the Office of School Leadership, Curriculum and Instruction, Special Services, Student Programs, Research and Evaluation, and Federal Title Programs.
Dr. Cuellar began his career in education as a special education teacher assistant before becoming a classroom teacher, department leader, and later advancing into leadership roles as assistant principal, dean of students, and principal. He has vast experience working in both rural and some of the largest urban districts around the country, including Houston ISD, Baltimore County Public Schools, and Portland Public Schools, serving in executive roles such as Assistant Superintendent, Community Superintendent, Chief of Schools, Deputy Superintendent and Superintendent of a rural district in Virginia.
He earned his Doctor of Education from the University of Houston, a Postgraduate Certification for Superintendent Licensure, a Master of Education from the University of Houston–Victoria, and a Bachelor of Science from the University of Houston–Victoria. Most recently, he completed his Certificate in Advanced Education Leadership from Harvard University.
